During the Kinus Hashluchim of 5745, senior Shluchim discussed a challenge local communities could not solve alone. Chabad Houses were multiplying, programs and facilities needed to expand, and new cities were asking for Shluchim—while the Shluchim carrying these responsibilities were already stretched for funds.

The Rebbe encouraged the creation of a central fund under Machne Israel—the social services arm of Chabad Lubavitch—and shaped its purpose and operating approach in a handwritten charter.

Following the first gathering on 11 Nissan 5745, the Rebbe gave two checks totaling $110,000 for immediate deposit into the new fund. The Rebbe's involvement went far beyond endorsement: the Rebbe guided the name, mission, fundraising model and relationship with local Shluchim.

The Rebbe rejected a public fundraising approach that could compete with a Shliach’s local work. Supporters would be approached personally. Global participation would broaden a donor’s vision while deepening—not replacing—the local partnership.
